On January 1, 2026, at approximately 6:40pm, Deputy Cole Olson of the Chisago County Sheriff's Office was clearing the scene of a warrant attempt in the area of the 700th block of West 4th Street in Rush City, Chisago County, Minnesota, when he observed a vehicle enter the parking lot where he and other deputies were present then immediately turn around. Deputy Olson proceeded to follow the vehicle eastbound on West 5th Street and noted the vehicle appeared to be accelerating at an aggressive and substantial rate.
After observing the vehicle continue at a rate of speed above the posted speed limit, run a stop sign, and fail to stop at a red light, Deputy Olson activated his front and rear emergency lights to initiate a traffic stop. After his emergency lights were activated, the vehicle continued to travel south on Frandsen Avenue then proceeded to turn into a business parking lot on the 900th block of S Frandsen Ave, also in Rush City, Chisago County, Minnesota. The vehicle continued through the lot and came to a stop in a parking spot.
Deputy Olson then observed the male driver exit the subject vehicle and attempt to get into a locked running vehicle parked nearby. When unable to get into the other vehicle, the male began running south toward the building. Deputy Olson pursued the male on foot, loudly announcing "Sherrif's Office, Stop" multiple times. The male did not stop, but was eventually restrained and placed under arrest. The male was ultimately identified by Mexico Identification as JUAN SILVANO CRUZ, [DOB REDACTED] ("CRUZ"). In a Mirandized statement, CRUZ confirmed that he had ran from Deputy Olon because he did not have a driver's license.
