Larry Cardell Riddle-Evans

On March 24, 2026, at 2205 hours, Metro Transit police officers observed a male, later identified as Larry Cardell Riddle-Evans, [DOB REDACTED], on the Snelling Avenue LRT platform, St. Paul, Ramsey County. He was pulling a green substance from his backpack and placing it into a cigar wrap. He then had a blue straw, and he appeared to be snorting something with the straw from a white piece of paper. He was sharing the straw and the piece of paper with another male who was snorting from the straw.

Officers approached. Riddle-Evans jumped on the tracks, over the guard rail and fled on foot. Officers pursued and apprehended Riddle-Evans, who had dumped the backpack as he fled. Officers recovered 17 individually wrapped packages of suspected narcotics from the backpack. The packaging was consistent with intent to distribute. Presumptive testing of one of the packages was positive for cocaine with a net weight of 2.32 grams.
