On 07/09/2025 at about 0730 hours, St. Paul Police took a report of a motor vehicle theft at [ADDRESS REDACTED] in St. Paul, Ramsey County. The Complainant, KK, said someone stole his mother’s white 1999 Toyota RAV4 (MN/EBL067). The vehicle was last seen at about 1930 hours on 07/08/2025. On 07/14/2025 at about 0406 hours, St. Paul Police saw a white 1999 Toyota RAV4 bearing MN license plate [PLATE REDACTED] traveling at a high rate of speed on Como Ave near Minnehaha Ave in St. Paul, Ramsey County.
The license plate it was displaying had been reported stolen out of Saint Paul (CN# 25-123056). Police followed as the vehicle made several turns and eventually drove into an alleyway between Minnehaha Ave and Van Buren Ave. There, the vehicle turned off its exterior lights and accelerated away at a high rate of speed. Police activated the squad’s emergency lights to initiate a traffic stop, but the vehicle fled and was last seen southbound on Dale St. At 0428 hours, police relocated the vehicle driving through an alleyway between Van Buren Ave and Blair Ave.
As police did a U-turn, the driver abandoned the vehicle and fled on foot. The suspect, later identified as Dee Hai LER ([DOB REDACTED]), ignored police commands to stop as he fled on foot toward [ADDRESS REDACTED]. Police established a perimeter and found LER hiding under a motorhome parked at [ADDRESS REDACTED]. While being arrested, LER said he slept under the motor home frequently and did not know why he was being arrested. A check of the vehicle’s VIN revealed that it was the vehicle KK had reported stolen and that it should have been displaying MN plate EBL067. LER declined to be interviewed.
During a search of the vehicle, among other things, police found a US Bank check from "Nick Buche Real Estate LCC" that was made out to a "Dee LER" - located near the center console area. The check had been reported stolen in a burglary in Lino Lakes (CN# 25151438).
