Your complainant is employed by Minnesota State Patrol. In that capacity, complainant has reviewed official reports and has learned substantially the following: On 09/03/2025 at approximately 2:53 pm, Trooper Haddy observed a 1978 yellow Cadillac DeVille (Minn. Lic: 785079), where the driver appeared to be sleeping while parked in front of the gas pump at Holiday, located at [ADDRESS REDACTED] North, in the City of Brooklyn Center, County of Hennepin, State of Minnesota. Trooper Haddy approached the vehicle and identified the driver as Shawn Allen Laroen, [DOB REDACTED], the defendant herein.
The defendant admitted to sleeping, stating that he was tired and he had just gotten off work. The defendant then stated that he was not sleeping. The defendant admitted to smoking marijuana earlier that morning. The defendant was asked to perform a series of field sobriety tests, which he performed poorly on, displaying poor balance, coordination, and cognitive functioning. The defendant submitted to a PBT, which revealed no alcohol in his system, all of which led Trooper Haddy to conclude that the defendant was under the influence of a controlled substance.
The defendant was placed under arrest for DWI and transported to the Hennepin County Jail. Trooper Haddy obtained a search warrant for a fluid test. The defendant submitted to a blood test, which was sent to the BCA for analysis. The test result revealed the presence of a delta-9-THC, hydroxy-THC, and carboxy-THC at 4:32 pm.
