At around 11:55 PM on December 13, 2025, officers learned that a man showed up at Regions Hospital with a gunshot wound to his left ankle. The man said he had been shot near Born’s Bar at [ADDRESS REDACTED], St. Paul, Ramsey County and dropped off by a friend at the hospital. Callers reported hearing 6-7 gunshots in the bar vicinity. Officers spoke to JB [DOB REDACTED] who was in agony with a gunshot wound to his left ankle. JB was on the phone and said, “They shot me, sis.” JB explained he and a friend had been bar hopping.
They went to Born’s Bar, then the Foundry Pub, and later returned to Born’s Bar. JB got out of his Impala, realized he had forgotten his cigarettes, and went back to the car. When JB leaned into the driver’s side door, he heard a shot and felt a sharp pressure in his leg. JB saw a truck with flashing lights coming from the back. JB would later say the shooter sat in the truck behind the driver. JB’s friend came to his aid and drove JB to the hospital. JB denied having problems with anyone on their night out.
JB’s Impala had two bullet holes in the rear driver’s side door. The Impala’s interior had also been struck by gunfire where JB had the door open. Officers found six spent 10mm casings in front of Born’s Bar. Surveillance video from Born’s showed JB and his friend arrived at the bar around 9:36 PM. They left around 9:48 PM in the Impala. Surveillance video from the Foundry Pub showed that BRIAN DESHARD BELL [DOB REDACTED] was working the bar as security when JB and his friend came in at 10:29 PM on December 13, 2025. Within six minutes of JB’s arrival, Bell texted and operated his phone.
At 10:51 PM, a white Chevrolet Tahoe pulled into the parking lot. Bell exited the bar setting off the metal detector. Bell then got into the white Tahoe’s front passenger seat. At 10:52 PM, JB and his friend left the bar and got into the Impala. The Tahoe was parked in a manner that its occupants were facing the Impala as JB and his friend approached it, got in, and drove away. At 10:54 PM, the white Tahoe left the parking lot in the same direction as the Impala. The white Tahoe returned to the Foundry Pub parking lot at 11:04 PM. At 11:20 PM on December 13, 2025, a black Tahoe bearing Minnesota license plates LAT665 entered the Foundry Pub lot and parked next to the white Tahoe.
MICHAEL LEE TILLMAN [DOB REDACTED] has been associated with the black Tahoe on multiple occasions. SR exited the white Tahoe’s driver’s seat and got into the Tahoe’s front passenger seat. Bell got out of the white Tahoe’s front passenger seat and got into the rear driver’s door of the black Tahoe. The Tahoe left the Foundry Pub parking lot at 11:22 PM. At around 11:43 PM, JB and his friend returned to Born’s Bar and parked on the east side of Rice Street facing north. At 11:48 PM, a black Chevrolet Tahoe with silver trim drove south past the bar on Rice Street.
