On March 4, 2025, the Anoka County Sheriff's Office received a report of criminal sexual conduct involving two minor victims, referred to herein as Child 1 ([DOB redacted]) and Child 2 ([DOB redacted]). They are sisters, and both reported being sexually abused by their cousin, LA'RON MARQIE TROTTER-HALL ([DOB redacted]), the Defendant herein, from 2012 through 2019. They said the abuse first occurred at their aunt's house, who is their mother’s sister and the Defendant's mother. The address was [address omitted] NE in Spring Lake Park (SLP), Anoka County, MN. They also said the abuse occurred while living with their mother, aunt, and the Defendant at [address omitted] NE in Blaine, Anoka County, MN. On March 11, 2025, Detective Kotchen interviewed both victims.
Child 1 stated that the sexual abuse began when she was 7 years old, so as early as 12/30/2017. She explained she would visit her aunt's house to spend time with her cousins, and that the Defendant would take her into his room and sexually touch her, which she did not understand was wrong at the time. She recalled a few instances when the Defendant abused her there and at their home in Blaine. Child 1 described an incident at the SLP residence when she was 7 years old, around 1st or 2nd grade, where Defendant lured her into his room by telling her he had some new toys.
She said he asked if she wanted to play with the toys, and she agreed. She said Defendant then did sexual things to her. She said he pulled her pants down, put his penis between her thighs, and moved back and forth. She recalled him telling her to play with the toys while he did this with his pants slightly down. She said the other kids were in her aunt's room because it had the biggest TV, and that her aunt was not home at the time. Child 1 recalled another incident where the Defendant sexually touched her while she was lying in bed with him and Child 2 at their Blaine home.
Child 2 also described this incident during her interview. Child 2 said Child 1 was in the middle, and she believed the Defendant was doing something to Child 1 because the bed kept moving and the Defendant kept lifting up Child 1's clothing. Child 1 then described another instance where Defendant again put his penis in her legs and made her give him oral sex at their Blaine residence. She said she was watching YouTube videos in her sister's room when Defendant came in, closed the door, and made her suck his penis.
She said she didn't want to do it but was forced to by the Defendant. She said she started crying, so he told her to shut up and left. Child 1 said she was afraid to tell anyone because she didn't want to ruin the family and was worried about being hated and nobody believing her. She mentioned she never told anyone and had forgotten all about it until Child 2 brought it up a few weeks before their interviews. She said it stopped once she moved to Maple Grove in 3rd grade, so sometime between 2019 and 2020. Child 2 reported that the Defendant's sexual abuse of her, like Child 1, started at her aunt's house.
