On August 4, 2025, the Corcoran Police report received a cross report from Child Protection related to the sexual assault of a minor. The initial report indicated that Victim, born on [DOB REDACTED], had been assaulted by her father, CLIFFORD LANE VIGEANT [DOB REDACTED], the defendant herein. The assault occurred at the defendant’s home in Corcoran, Hennepin County, Minnesota. Victim [NAME REDACTED] at a Child [NAME REDACTED]. Victim [NAME REDACTED] at the defendant’s home for her last visit when the defendant made her climb onto his bed to watch a movie.
Victim reported that defendant covered them with a blanket and started to touch her. According to Victim, the defendant touched her breasts and then her vagina. Victim stated that the defendant eventually put his fingers inside her vagina. Victim [NAME REDACTED] was scared and told the defendant she had to use the bathroom. Victim [NAME REDACTED] was able to get to the bathroom but the defendant took her out to his shop after she was done in the bathroom. Victim [NAME REDACTED] told her his actions were normal and then asked if she wanted to know what a penis feels like.
According to Victim, she said “no” and then she was able to return inside and go to her room. Victim [NAME REDACTED] told a neighbor what happened. Victim [NAME REDACTED] on July 28, 2025. Complainant spoke to Vicitim’s neighbor who reported that Victim came to her a few days after the incident and wanted to talk. According to the neighbor, Victim told her the defendant rubbed her chest and touched her vaginal area. The neighbor informed Victim’s mother and then called Child Protection. The defendant is not in custody.
