That on or about November 20, 2025, an officer from the Fridley Police Department received a call from a deputy at the Otter Tail County Sheriff’s Office regarding a possible fraud case. The officer was informed that Victim, an Otter Tail County resident, had multiple fraudulent charges on her credit card in the Twin Cities area between October 29, 2025 and November 11, 2025. During the investigation, law enforcement determined several fraudulent transactions had occurred at Walmart, located at [ADDRESS REDACTED] NE, Fridley, Anoka County, Minnesota.
On November 1, 2025, at approximately 3:45, Victim’s credit card was used to purchase $93.36 worth of goods. Approximately fifteen minutes later, another transaction for $200 was made. Similarly, on November 5, 2025, at approximately 6:17 P.M., law enforcement determined another transaction for $17.33 occurred at a Subway, located within the aforementioned Walmart. In total, $310.69 of goods were purchased at the Fridley Walmart. Law enforcement obtained surveillance footage of the purchases, which showed a black male and a black female using Victim’s banking card(s). Victim informed law enforcement that a credit check was completed to determine other fraudulent charges.
Victim [NAME REDACTED] in Minneapolis that was associated with Victim’s identity, despite Victim having no connection to the area. Detectives performed a DVS query on the address and discovered DEVANTAE LANELL MOORE [DOB REDACTED], herein Defendant, registered to the address. Detectives continued to review transactions that had occurred in the Twin City area. Detectives discovered two transactions that were made at Menards, [ADDRESS REDACTED] W, St Paul, Minnesota on October 29, 2025, and October 30, 2025. In total, $520.47 of Victim's money was spent at this location.
In reviewing the transaction, detectives learned Defendant—using Victim’s credit card—purchased a rental vehicle from Menards. Defendant listed his name on the rental information paperwork. Surveillance footage captured the purchase. Defendant matched the suspect in the Walmart video transactions, and law enforcement were able to confirm Defendant's identity. The State respectfully requests a complaint summons in this matter.
