: On January 23, 2026, Officer Hook of the Rochester Police Department spoke to Witness 1 (adult female identified in in police reports) who reported that Victim (juvenile female under the age of 9) reported to her and Witness 2 (adult male identified in police reports) that she was talking to a male on Snapchat and that he threatened to share her address on Discord. Victim [NAME REDACTED], MN, Olmsted County and was in Rochester when the messages and photos were sent. Witness 1 looked at the iPad Victim was using and saw that "KoolKid***" and Victim [NAME REDACTED]. The conversations began on January 22, 2026, "KoolKid" initiated the conversation by saying "what you doing" "what do you look like an you age as well." Victim [NAME REDACTED] was 17 and sent a photo she found on the internet of a blonde girl.
The other user responded saying that wasn't her. Victim then sent a photo ofherself and said she was 14. On January 23, the message continued with the user saying "lemme see that pussy.now" Victim said no and the user threatened to leak her address on Discord. He told Victim to give him what he wants and if she blocks him he will leak her address. She sent another photo of her face. The user told her again to send a "pussy" photo, Victim [NAME REDACTED] did not know what that meant and he said "your vagina and butt.
A: Victim sent a photo of her butt. He demanded a photo ofher vagina. She sent a photo ofher vagina, and he demanded a better photo, so she sent another photo of her vagina. The user said that if he did not get daily photos like the ones she just sent form her he would send her photos and Snapchat username to people. The user continued to talk to Victim and ask for more photos of her, such as her being fully nude and of her intimate parts. Victim participated in a forensic interview where she reiterated what happened over Snapchat.
She confirmed that she did send unclothed photos of her vagina and buttocks to "KoolKid" as well as selfie style photos. Subpoenas and search warrants were sent to Snapchat, internet providers, and other internet based sites. The "KoolKid" accounts was created on December 23, 2025. A phone number with the area code of "337" was listed with the account as well as a Gmail email address. The account was registered to Devin Romero. Multiple IP addresses were also associated with the account. The gmail account was also listed as belonging to Devin Romero with the same recovery phone number that was listed on the Snapchat account.
The Gmail account showed a Google Pay account linked to Sutton Bank and Devin Romero with a Louisiana address, There was also a Android Moto G Play phone associated with the account and two other gmail email accounts. The IP addresses were listed to an address in Vinton, Louisiana, It was determined that the "KoolKid" user was DEVIN LUKE ROMERO [DOB REDACTED]. Snapchat provided data which confirmed the chats and photos sent between Romero and Victim. It was also noted that Romero was chatting with at least three other people who claimed to be females under the age of 16. During those chats he confirmed that he lived in Louisiana and had a birthday around Christmas.
