On or about January 5, 2026 police were dispatched to the Hampton Inn, [ADDRESS REDACTED], Woodbury, Washington County, Minnesota. Upon arrival officers met with Victim [NAME REDACTED] was an exotic dancer in Wisconsin and was providing an "escort" service to Ka Neh Win [DOB REDACTED] (Defendant). Victim [NAME REDACTED] at the strip club and giving him her number. Defendant provided the Hampton Inn address for their "date" and agreed upon a price of $1,000. Victim [NAME REDACTED] was not part of the agreement.
Upon arrival Defendant paid Victim the agreed amount of cash and then they went up to room 303. Immediately upon closing the door Defendant threw Victim onto the bed and a struggle ensued. Victim managed to free herself and get off the bed but Defendant caught her and threw her to the ground, followed by Defendant sitting on her neck. Victim [NAME REDACTED] at this point she feared Defendant was going to rape her. Victim [NAME REDACTED] in her underwear and Defendant was grabbing at her buttocks/pelvic region, but did not attempt to remove her clothes.
During the struggle Defendant also blocked the door to prevent Victim [NAME REDACTED]. Victim [NAME REDACTED] was scared enough that she was going to jump from the third floor window but the screen prevented her from doing so. Officers during their later investigation noted the screen to be pushed out and damaged, consistent with Victim's statement. Victim ultimately threw the cash under the bed and when Defendant went under the bed to grab it Victim [NAME REDACTED], where hotel staff gave her a safe space to locate and called 911.
