Ousainou Darboe

On February 2, 2026, at 3:11 P.M., officers were assigned to a theft report at Ulta Beauty, located at [ADDRESS REDACTED], City of Plymouth, Hennepin County, Minnesota. Officers learned that at 2:18 P.M., a male entered the store, selected an orange mesh shopping bag, and placed multiple fragrance items from various displays into the bag before exiting the store without paying and fleeing in a vehicle. The male was later identified as Ousainou Darboe ([DOB REDACTED], hereafter “Defendant”). Items taken included: 1 GG Blush EDP Coll 25 Bow ($180.00); 3 Coach Dreams Moonlight 3.0 oz ($124.00 each); 2 Coach Dreams Starlight EDP 3.0 oz ($120.00 each); 3 Libre Berry Crush 3.0 oz ($180.00 each); and 2 Libre Duo Mini Sets ($40.00 each). The total loss from this incident was approximately $1,412.00. Officers reviewed surveillance images and video, including a parking lot video, which showed a blue Hyundai Elantra leaving at a high rate of speed.

The video clearly displayed Minnesota license plate RWF306. A registration check confirmed the vehicle associated with the Defendant. Officers compared the surveillance images to the Defendant’s Minnesota driver’s license and booking photos and determined the Defendant to be the individual depicted. The Defendant is currently out of custody.
