In July of 2024, officers received information regarding a potential sex trafficking ring involving minor [NAME REDACTED]. On July 18, 2024, Victim, a girl born in October 2009, participated in a forensic interview at the Child [NAME REDACTED]. Victim [NAME REDACTED] had been with a male, later identified as JOHN LOLAR, [DOB REDACTED], “Defendant” herein, for approximately one week. Victim [NAME REDACTED] would not let her go anywhere and would tell her that if she spoke to anyone else or tried to leave, he would get her killed.
Victim [NAME REDACTED] interviewer that Defendant took her rings and butterfly necklace. Victim [NAME REDACTED] would make her wear "booty shorts" and "crop tops." Victim [NAME REDACTED] at a bus stop, where she told him she was 15 years old and he told her he was 23 years old and asked her to go for a walk. Victim said Defendant then took her into an alley and “raped” her and that she didn’t want to have “sex” with him. Victim said during the week she was with Defendant, he sexually assaulted her approximately six times in alleyways and parking ramps near Nicollet by the government center in Minneapolis, Hennepin County, Minnesota.
Defendant is currently in custody on other matters, so a warrant is respectfully being requested.
