On May 9, 2026, at approximately 1918 hours, Washington County Sheriff's Office Deputy Felmlee was dispatched to a residence in Lake St. Croix Beach, Washington County, Minnesota for a report of a domestic assault that had occurred the day before. Upon his arrival at the house, Deputy Felmlee spoke with the complainant, an adult female hereinafter identified as "Victim." Victim's sister and two additional people were also at the residence. Victim [NAME REDACTED] has lived at the residence for over a year with her boyfriend, THOMAS JASIAH SHIELDS [DOB REDACTED]. Victim [NAME REDACTED], the night before, Shields was drinking and became verbally abusive toward her.
She reported that Shields strangled her after he began calling her names and it did affect her ability to breathe. She said that Shields has threatened to kill her in the past, and she felt very threatened when he was strangling her. Victim [NAME REDACTED] attempted to pinch him and defend herself while this was going on and he eventually let go. She also said that Shields pushed her to the ground several times during the incident and ripped a bracelet off of her left wrist. Victim showed Deputy Felmlee her neck and he observed redness, along with several small breaks in the skin that contained dried blood.
She also showed him the top of her left breast, which contained a large bruise, and her left wrist, which had significant bruising around it. Deputy Felmlee saw that there was bruising on her arms, as well. Victim [NAME REDACTED] reported to her sister what happened on May 9 and her sister and others came over to the house and kicked Shields out of the house. She said that Shields left the residence just before they made the call to dispatch. Victim [NAME REDACTED] from her phone that depicted Shields calling her names and threatening to kill her.
She also showed Deputy Felmlee photographs that she had taken of past instances where Shields had been physically abusive to her. She said that Shields is both physically and mentally abusive toward her, but she has not reported anything in the past. Victim also reported that Shields abuses alcohol and has a history of past drug use. Shields was later located in the parking lot of the Walmart in Woodbury. He was arrested and read a Miranda warning. He told Deputy Sayers that he had been at the residence with Victim, as she described and they got into an argument.
He said that Victim got in his face and started "attacking" him and he had to defend himself. Shields has the following qualified domestic violence related offense convictions on his record: · Felony Violation of Order for Protection; Court File No. 19HA-CR-17-4910 (date of conviction: January 25, 2018) · Felony Violation of Order for Protection; Court File No. 19HA-CR-17-3486 (date of conviction: January 25, 2018) · Felony Violation of Order for Protection; Court File No.
