On April 4, 2022, law enforcement from the Moorhead Police Department responded to a report of a possible sexual assault. W. H. Reported that H. C. ([DOB redacted]), hereinafter "Victim," had been sexually assaulted by her mother's boyfriend, identified as Zebulynn Howard Kolle ([DOB redacted]), hereinafter "Defendant." W. H., the Victim's grandfather, reported that the Victim had disclosed to him that the Defendant did something bad to her. W. H. Learned that that the Victim had disclosed more to her stepfather, R. P. Law enforcement spoke with R. P. Who told them that H. C. Splits her time between her mother's home and his home.
At the time the Defendant lived with C. C. And the Victim's mother in a home on 32nd Street South in Moorhead. Prior to the Defendant and C. C. Moving to that address, they both lived with R. P. At an address on 16th avenue south in Moorhead, Clay County. R. P. Stated that lately Victim had not been wanting to go to her mother's home, so he sat her down to talk about what was bothering her. Victim disclosed to R. P. That the Defendant had touched her private area. R. P. Believed this had occurred at the 16th Avenue residence.
Law enforcement asked R. P. If the Victim had elaborated on her disclosure and R. P. Had indicated no, but that the Victim had motioned toward her vaginal area. A forensic interview was scheduled for April 8, 2022, at the Children's Advocacy Center. During the forensic interview the Victim disclosed that the Defendant had touched her area. However, did not elaborate further and ended the interview. On October 10, 2025, Detective Werk from the Moorhead Police Department was assigned to the case. The Victim had made a new disclosure to a mandatory reporter.
Detective Werk reached out to C. C. Who indicated the Victim may now be ready to talk about the sexual assault. A forensic interview was scheduled for November 12th at the Children's Advocacy Center. At the interview the Victim disclosed that the Defendant had touched her more than one time. One incident occurred at her mother's old house in Moorhead and one occurred at the new house also in Moorhead. The Victim described one incident occurred when she was watching a movie on her mother's bed. On the bed was her mother, her brother, the Defendant and herself.
The Victim described that everyone had fallen asleep and when she woke up the Defendant was touching her "down there." The Victim pointed to her genital area and stated that she calls that her private parts. The Victim further disclosed the Defendant had his hands under her cloths and rubbed her private parts. Elaborating that the Defendant's whole hand touched everywhere. Further disclosing that the Defendant additionally touched her breasts under her cloths during the same incident. The Victim believed this occurred in the summer of 2021. The Victim disclosed another incident that occurred, this was at the Victim's current home, the 16th Avenue south address and was the first incident to have occurred.
