On March 7, 2026, at approximately 6:40 P.M., officers of the Minneapolis Police Department were conducting routine vehicle patrol in the area of Chicago Avenue and Franklin Avenue E., City of Minneapolis, Hennepin County, Minnesota, when they were flagged down by a bystander who informed officers there was a person lying in the street. Officers were able to observe a male, later identified as STEVEN DELRAY HAWKINS [DOB REDACTED], DEFENDANT herein, lying next to a vehicle with a woman (WITNESS) standing over him.
WITNESS indicated that she was driving southbound on Chicago Avenue when DEFENDANT walked in front of her vehicle and was struck. Officers made contact with DEFENDANT, who declined any care and did not indicate he was injured. No injuries were observed. Officers then identified DEFENDANT and learned he was the subject of an arrest warrant out of Anoka County for 4th Degree Assault. Officers informed DEFENDANT he was under arrest and attempted to place him into hand irons; however, DEFENDANT aggressively resisted and went limp, requiring officers to support his body weight.
Officers were able to place him in a recovery position on the ground when DEFENDANT started to kick at officers and bit VICTIM [NAME REDACTED], a sworn peace officer performing lawful duties, on the right forearm, constituting demonstrable harm, and transferring saliva onto the officer. DEFENDANT was required to be subdued by EMS. DEFENDANT is not presently in custody. DEFENDANT is subject to probationary conditions in Hennepin County Treatment Court file 27-CR-25-28807 with a next appearance scheduled for 3/24/26 at 10:00 A.M.
