On April 4, 2026, at approximately 10:27 PM, Ofc. Satzke of the Rochester Police Department was dispatched to the 2800 block of Broadway Ave N on a report of accident involving a potentially impaired driver. Once on scene, Ofc. Satzke observed a Silver Honda Accord on the east side of the roadway down in the ditch facing southbound. Ofc. Satzke activated his emergency lights and observed a male driver still in the vehicle with the vehicle on. The driver was identified as James Scott Donald Champion ([DOB REDACTED]), Defendant herein.
Ofc. Satzke opened the driver's door and could immediately smell the odor of alcohol coming from the vehicle. Defendant said he was in the parking lot of the Purple Goat and somehow ended up in the ditch. Ofc. Satzke also observed Defendant had watery, bloodshot eyes, and had slurred speech. Defendant fumbled around with his license when trying to retrieve his Driver's License. Defendant stepped out of the vehicle, but declined to do Standardized Field Sobriety Testing and also refused a Preliminary Breath Test.
Defendant then got into the driver's seat of the vehicle again despite officers telling him not to. Defendant also tried shutting the door, but Ofc. Satzke held it open. Defendant refused multiple demands to exit the vehicle and he was told he was under arrest. Officers went hands-on with Defendant to place him under arrest. While Ofc. Satzke had Defendant's left wrist with his right hand, Defendant pulled his arm towards his mouth and began to bite at Ofc. Satzke's hand. Ofc. Satzke could feel Defendant's teeth on his hands multiple times and informed dispatch that Defendant was fighting with officers and that Defendant was biting him.
Offcers were able to pull Defendant from the vehicle and place him under arrest. The bite did not break the skin on Ofc. Satzke's hand, but did cause observable redness. Ofc. Jorgensen transported Defendant to the Adult Detention Center. During transport Defendant made multiple statements like, "I will f*** you up," "I will f**** all you up," and "I'll kill all of you." At the Adult Detention Center, Ofc. Christenson read Defendant the Minnesota Breath Test Advisory. Defendant was provided a phone and a phone book to speak with an attorney.
Ofc. Christenson asked Defendant if he would provide a breath test and he refused. Defendant was convicted of Operating While Intoxicated in Iowa in file 03971 OWCR115869 on February 2, 2023. 3 55-CR-26-2412 Filed in District Court State of Minnesota 4/6/2026 PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE.
