On November 26, 2025, Asset Protection Investigator C. Vang (hereinafter C. Vang) was working at Walmart, [ADDRESS REDACTED] West, Roseville, County of Ramsey, when he observed a customer select a backpack and attempt to remove the strap from the backpack. The male selected ear protection and then went to the Homelines Department where he appeared to conceal something into the backpack. In the Health and Beauty Department, the male used a razor blade to cut the package of the ear protection. The male selected other items, concealing some of the items in his jacket pocket.
The male went to the self-checkout registers and made a transaction, but failed to present the concealed merchandise for purchase. The male completed his transaction and walked out of the store without paying for the concealed items. Police were called. Officers responded and found the male suspect-later identified as TYLER DENNIS GOIN, [DOB REDACTED]- in Walmart’s parking lot, and arrested him. GOIN was searched. A pair of headphones was found in GOIN’s jacket pocket and a package of socks was found stuffed in his left shirt sleeve.
A flat metal razor knife was found in GOIN’s sweatshirt pocket. The concealed merchandise was recovered, total value $165.79. After a Miranda advisory, GOIN spoke to Officer Cook. He admitted stealing merchandise from Walmart because he was not able to afford the items. GOIN also admitted he used the knife recovered on him to remove a zip-tie security tag from of the items.
