On April 1, 2026, at 1:02 PM, VICTIM [DOB REDACTED] reported the theft of his backpack from a known address in the city of Minneapolis, Hennepin County, Minnesota. VICTIM [NAME REDACTED], containing his wallet and laptop, a black Dell XPS valued at approximately $2,300, was in the second-floor study room at his apartment building on March 29, 2026, when it was taken. He was there from roughly 11:30 AM to 5:00 PM. VICTIM [NAME REDACTED] was used at New York Gyro, a restaurant at [ADDRESS REDACTED] South in the city of Minneapolis.
VICTIM provided a report about the theft and the leads he found. VICTIM [NAME REDACTED] from New York Gyro that showed a female suspect using his stolen credit card to make a purchase. VICTIM said someone identified the suspect as "Lala." VICTIM said he deactivated his debit card that had been in his wallet. On March 31, 2026, VICTIM [NAME REDACTED] attempt to use his card was made at Cedar Tobacco at [ADDRESS REDACTED] in the city of Minneapolis. Officers obtained surveillance footage of the suspect from VICTIM’s apartment complex.
The suspect is seen taking VICTIM’s backpack from a second-floor study room. She was described as a Native American or Asian female with long black hair, wearing a red hooded sweatshirt, blue jeans, and black shoes. The hood of the sweatshirt had a black design with several spikes protruding from the top. The sweatshirt also had a white cross on the right sleeve, white writing on the left chest, and a circular patch on the left chest. Surveillance footage from New York Gyro shows the same suspect wearing the same distinctive hooded sweatshirt attempting to use VICTIM's credit card.
On April 15, 2026, a sergeant from the University of Minnesota Police Department responded to a daily information brief and identified the suspect as COLLEEN EMILY OSTERLOH ([DOB REDACTED], “DEFENDANT” hereinafter). DEFENDANT told officers her email address on previous occasions. The prefix is “LALALOCC60.” Officers also noted DEFENDANT used the alias, “Lala,” in the past.
