The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On May 27, 2026, at just after midnight, Ramsey County Emergency 911 received a call from an apartment on County Rd. E. W., New Brighton, Ramsey County. The caller said that his mother's boyfriend was intoxicated and threatening him with knives. New Brighton Police responded and met with the caller, LJS ([DOB REDACTED]). He said that he and his mother live with the defendant, JAKOB JAY BETTNER HOLLENBACK aka Jakob Jay Bettner-Hollenback ([DOB REDACTED]). He said that a short time earlier, as he exited his bedroom, the defendant ran to the kitchen to grab two butcher knives.
He said that the defendant then faced toward him, with a knife in each hand, and asked, “what’s up?” He said that as he turned back to his room out of fear, the defendant said, “I’ll be waiting.” He said that he believed that the defendant was going to harm him and was frightened for his life. He added that the defendant has previously threatened him with a weapon as well. The two knives were found in the kitchen sink. They were photographed and recovered. The defendant was argumentative with officers.
He said that LJS was “talking s*** all day” and claimed that it was LJS who “said he was going to kill me.” He denied that the incident became physical. A Mirandized interview was attempted, but the defendant repeatedly said that he did not understand. The defendant was brought to the Law Enforcement Center. As he being booked, he told deputies first that he had been involved in an accident, then that LJS had been verbally threatening him, and finally that LJS had sexually assaulted him. He was brought to Regions Hospital, where he told officers, “[LJS] wants to send me to jail, I’m going to send him to jail too.” He then accused LJS of grabbing his buttocks cheek just before the call, adding that he believed that LJS was going to sexually assault him further.
Eventually he was booked at the LEC. The defendant has a history of assault. In 2022, he was convicted of Domestic Assault by Strangulation (Case No. ••-CR-••-••••). Two years later, a neighbor reported to officers that the defendant was yelling outside in the middle of the night and had been aggressive and threatening when she asked him to stop; immediately after officers responded, the defendant got into an altercation with LJS (New Brighton PD 24- 008347). In April 2026, a different neighbor reported to officers that the defendant had threatened him with a knife (26-003386).
