On November 28, 2025, at 8:28 P.M. Officer DeVine was on patrol parked on the ramp westbound Highway 10 NW from Sunfish Lake Blvd NW, in the City of Ramsey, Anoka County, Minnesota when he observed a pickup truck travling at a high rate of speed. Using Lidar the officer captured a speed of 83 mph in a 60 mph zone. Officer caught up to the vehicle and executed a traffic stop. The driver of the vehicle was identified by Minnesota driver's license as ASHANTI MARCUS WATSON, [DOB REDACTED], defendant herein.
While speaking with the defendant, Officer observed an odor of an alcoholic beverage. The Defendant admitted to having two shots after work. The Defendant stepped from his vehicle for the purpose of performing standardized field sobriety testing. The Defendant submitted to and failed the standardized field sobriety testing and submitted to a preliminary breath test that resulted in an alcohol content of.134. The Defendant was placed under arrest and transported to the Ramsey County Police Department.
At 9:06 P.M. The Defendant was read the Miranda and was provided a telephone and directories. At 9:15 P.M., the Defendant advised he was done with his atttorney time and agreed to submit to a breath test. At 9:28 P.M., the Defendant submitted to the DataMaster Transportable test of his breath revealing an alcohol content of.16. A review of the Defendant's driver's license does not reveal any qualified prior alcohol related offenses.
