All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. Complainant is a duly licensed peace officer and a member of law enforcement and knows the content of this Complaint to be true of his/her own knowledge and/or based on the reports of other peace officers On 11/11/2024, Officer Prouse with Hermantown PD was dispatched to [ADDRESS REDACTED], in St. Louis County, Minnesota, on a report of an unwanted person at the property. Upon arrival, Officer Prouse spoke with L. S. P., who resided at the property, and reported an incident involving her on-again-off-again romantic partner, BRIAN HOLBEIN, [DOB REDACTED] (hereinafter, “Defendant”), which had occurred earlier in the morning.
L. S. P. Reported that, around 4:00 A.M., Defendant had begun to yell at her about his inability to get a ride elsewhere. Defendant’s yelling escalated to physical violence, which led to Defendant pushing L. S. P against a wall, and telling her that he would kill her if he went to jail. After pushing L. S. P. Against the wall, Defendant grabbed L. S. P. By the neck; he gripped tightly enough that L. S. P.’s was unable to breathe, and for a long enough period that L. S. P. Feared she would lose consciousness.
While pinning L. S. P. Against the wall, Defendant pulled out a black folding knife, pointed it at L. S. P., and stated “You just wait, I’m gonna.” PLEASE TAKE NOTICE: Pursuant to Minn.
