On May 26, 2026, a school resource officer at a Maple Grove public school received information from a concerned parent regarding an allegation of sexual abuse. The parent reported that they had overheard their child communicating with a known 13-year-old girl, hereafter “the victim.” The parent later spoke to the victim [NAME REDACTED], and the victim [NAME REDACTED] had been sexually assault by her stepfather, TERRANCE JERVON JACKSON, Defendant herein, a few days earlier. Investigators responded by going to the family’s home in Maple Grove, Hennepin County, Minnesota and speaking to the victim [NAME REDACTED], Defendant’s partner.
The victim [NAME REDACTED] had told her friend’s parent was true. The victim [NAME REDACTED] had been wearing at the time of the assault, and the victim’s mother provided the clothing to police. On May 27, the victim [NAME REDACTED] at CornerHouse child [NAME REDACTED]. The victim [NAME REDACTED] was an incident in April in which Defendant looked down her shorts to see if she had “hair down there” then gave her a razor to shave. On another day, in May 2026, Defendant came into the bathroom when the victim was showering and asked when the last time she shaved was then made the victim [NAME REDACTED]. He washed the victim’s body while she was in the shower then rubbed lotion on her, including her intimate parts.
He fondled and squeezed her breasts. On another morning in May 2026, Defendant climbed into bed with the victim [NAME REDACTED]. The victim awoke to find that Defendant had removed the clothing from her lower body and he was causing her pain in her private area with his “private parts.” The victim clarified using anatomical diagrams that Defendant caused her pain by butting his penis inside her vagina during the incident. The victim said she pushed Defendant off of her when she woke up and ran from the room.
Law enforcement is aware that allegations of sexual abuse were made previously against Defendant in 2024 by a non-biological juvenile girl, age 16, who was living with Defendant’s family at that time. That girl reported being sexually abused by Defendant and also reported that the victim, at that time 11-years-old, was also being inappropriately touched by Defendant. The victim [NAME REDACTED] in 2024 and was extremely reluctant to discuss Defendant. The victim made tentative disclosure of some sexual touching by Defendant during that interview, but she also expressed great concern over whether her mother (Defendant’s partner) would find out what she had said.
The victim’s mother had briefly separated from Defendant then reconciled with him before the victim [NAME REDACTED] in 2024. The victim also described telling a cousin about the inappropriate touching by Defendant in 2024 and reported that the cousin’s father (the victim’s uncle) then told the victim that she should learn about “how Emmet Till died ‘cause he got lied on.” Defendant's date of birth is May 5, 1990. The victim's date of birth is in February 2013. All of the events described above occurred at the family's home in Maple Grove, Hennepin County, Minnesota.
