On November 23, 2025, officers with the Bloomington Police Department were dispatched to a report of damage to property at [ADDRESS REDACTED], Bloomington, Hennepin County, Minnesota. The address is the clubhouse for Hyland Townhomes. The reporter, “Witness” herein, said the clubhouse had sustained damage related to water that appeared intentional since drains were plugged with paper towels and toilet paper. Witness said that surveillance footage identified KATHRYN SUN JOYCE, [DOB REDACTED], “Defendant” herein, entering the building at approximately 4:35 A.M. Defendant remained inside the building for approximately a half hour and was seen on surveillance footage throwing items around the building.
Witness was familiar with Defendant, as Defendant is a resident of Hyland Townhomes. Officers reviewed clips of footage and confirmed based on their own contacts that Defendant was the person in the footage. Officers attempted to make contact with Defendant at her residence, but she refused to answer the door. During the investigation officers learned the clubhouse toilets, sink drains, and shower drain had been completely clogged. The shower had been left on, and water had overflown out of the drains, resulting in accumulation of several inches of water that had run into the basement.
The floors, ceilings, and walls were damaged. The preliminary estimate of damage is $50,000.
