The Complainant having reviewed the applicable reports believes the following facts to be true: On or about August 9, 2025, at 11:40 P.M. A Minnesota State Trooper was called to the scene of a motor vehicle crash at Hiwy 280 and Energy Park Drive in St. Paul, Ramsey County, Minnesota. On arrival, the trooper discovered that a vehicle driven by JASON RICHARD VOLK [DOB REDACTED], Defendant herein, had rear-ended another vehicle at the intersection. Defendant admitted he had been driving. The trooper observed Defendant to have an odor of alcohol on his breath, slurred speech, exaggerated movements, and he was swaying while standing.
Defendant admitted he had consumed "one beer" prior to driving. After failing field sobriety tests, including the "walk and turn," horizontal gaze nystagmus, one leg stand, and preliminary breath test, defendant was arrested for DWI and a warrant was obtained for a urine or blood test. A blood sample was collected at 1:15 AM, within two hours of the crash. The blood test revealed the presence of cocaine (a Schedule II controlled substance) and an alcohol concentration of.074 in Defendant's blood.
Defendant has a prior conviction for DWI from 12/2/2015.
