On October 23, 2025, at 1336 hours, Oakdale Police Department Officer Groppoli was assigned to contact Hy-Vee employee, D. R. [DOB REDACTED] by telephone. D. R. Works for the Hy-Vee located at 7180 10th Street North in Oakdale, Washington County, Minnesota. D. R. Said that he had information on a gift card fraud scheme was that occurring in the area. D. R. Explained on the phone to Officer Groppoli that various suspects have been able to obtain store gift cards from Hy-Vee and alter the information on the gift card with other legitimate gift cards to increase the balance and make purchases.
D. R. Said that, on August 20, 2025, several fraudulent transactions occurred at the Hy-Vee located in Oakdale with altered gift cards. The gift cards that were used were altered, so that a bar code from a higher balance gift card was put onto a gift card with a low balance. In total, the Oakdale store was out $481.17 from miscellaneous purchases. D. R. Said that the suspect in that case left the store in a vehicle with Minnesota plate NMZ***. He also said that several other stores in the metro area have been experiencing similar activity.
Officer Groppoli obtained surveillance video of the suspect using the altered gift card and was able to view an image of the suspect that detailed his physical features. He also found that the car with license plate NMZ*** came back registered to D. A. K., out of Brooklyn Park, Minnesota. Officer Groppoli compared the image of D. A. K. To the suspect at the Hy-Vee store on August 20 and was able to determine that they were not the same person. Officer Grappoli performed a BCA search for D. A. K.'s last name in Brooklyn Park and saw that one of nine individuals the search generated matched the approximate age and physical appearance of the suspect in the video.
That suspect was ERIC DANIEL KVAMME [DOB REDACTED]. Officer Grappoli saw that Kvamme's [DL# REDACTED] matched the suspect on the surveillance video. Det. Hager was assigned to conduct follow-up investigation on the case. He obtained information from Hy- Vee Corporate that indicated that "M. Kvamme" ordered eight Hy-Vee gift cards from Hy-Vee in the amount of $5.00 each, and the email address used was eric.kvamme0@gmail.com. Kvamme is charged with Financial Transaction Card in Olmsted County, in Court File No. 55-CR-25-9324, under circumstances similar to what occurred in Oakdale on August 20, 2025. Kvamme is currently in custody in the Sherburne County jail, and thus the State is requesting a complaint warrant.
