On December 3, 2025, the Minnesota Judicial Branch held a conference for judges throughout the state at a location within the city of Bloomington, Hennepin County. While attending, Victim, a district court judge, began receiving multiple phone calls to her cellular phone from a blocked number. Victim answered a call, and a male voice was upset and discussed a motion that the Victim denied. DECEMBER 3, 2025 FROM 5:16PM - 5:23PM Victim alerted a Hennepin County Sheriff's Deputy, Witness 1, who was staffed to work the conference.
While reporting these calls, Victim asked the Deputy to simply answer the next call and tell the caller to stop. The caller phoned again, to which Witness 1 heard a voice recording that the call was being monitored and recorded, and then the caller's voice stated, "you f****** b****" and hung up. The caller phoned again, this time Witness 1 answered, and the mail voice began yelling obscenities, referenced a motion that Victim denied, called the Victim a "b****" and then stated she should "go blow her brains out" otherwise he would "blow her brains out". Witness 1 asked the caller if that was a threat.
Caller stated, "you can take it how you want to, you and that b****". Caller also mentioned the name "Tyler". Between 5:16pm and 5:23PM 14 calls were made to Victim's phone from the same blocked number showing up as "[PHONE REDACTED]". Based on these calls and additional investigation, the caller was later identified as JOSEPH CLARK AKA Lonny Lee Bristow [DOB REDACTED], herein after "Defendant". PRIOR TO THE CALLS On November 29, 2025, Defendant initiated a civil lawsuit in Becker County, Minnesota against the State Patrol criminal investigator in court file ••-CR-••-••••. Included with the initial lawsuit filling, Defendant requested the filing fee be waived.
The plaintiff and State Patrol Investigator have the first name of "Tyler". On December 2, 2025, the Victim denied the fee waiver request concluding that the "action is frivolous" and included the explanation that Defendant was suing the Trooper as an individual for matters that occurred during his official capacity as a law enforcement officer. On December 3, 2025, Defendant called the Victim's court chambers at approximately 4:00 PM. Defendant was aggressive and demanded the clerk, Witness 2, "read the damn order" to him.
After Witness 2 read the order, Defendant began yelling and calling Victim "a f****** c*** and she can suck his big f****** dick". Defendant has multiple prior felony convictions in Minnesota, Wisconsin and Ohio including convictions for harassing and threatening telephone calls. In addition, Defendant in 2013 plead guilty to calling in approximately 95 courthouses and government buildings in Nebraska, Tennessee, Washington, Oregon and Mississippi and ultimately sentenced to 51 months in the Federal Bureau of Prisons.
