On or about February 23, 2026, agents with the MN Bureau of Criminal Apprehension (BCA) received a case and documents from the Iowa Division of Criminal Investigations (DCI) regarding a human trafficking case under investigation. NEAL WHITE, JR. [DOB REDACTED], Defendant herein, had been arrested in Iowa on January 15, 2026, for narcotic possession and premises used for human trafficking charges. Defendant had been driving a 2018 International Box Truck bearing Texas license plate KW213960 and had been accompanied by F. M. M. [DOB REDACTED], Victim herein, who was also arrested for narcotics possession.
While in custody, officers learned that Victim [NAME REDACTED] was being sex trafficked by Defendant and had been posted in commercial sex ads in both Minnesota and Texas. MN BCA agents learned that Defendant had been hired to transport items to Minneapolis and had brought Victim [NAME REDACTED], despite both parties being from Houston, Texas. During his arrest in Iowa on January 15, 2026, Defendant stated that he had traveled from Texas, to Oklahoma, to Missouri and then to Minnesota where he stayed for four to five days.
Defendant stated that Victim [NAME REDACTED], and that the two had gotten a hotel room a couple of times in MN while they were there. Officers located a large sum of money, estimated to be approximately $3000-$4000, inside a purse inside of Defendant's truck. Victim [NAME REDACTED] reportedly been in a relationship for approximately one year, during which time Defendant was physically abusive and coerced and/or profited from the commercial sex of Victim. Agents learned, through collection of Defendant and Victim's cell phones during their arrest, that Defendant had posted commercial sex ads of Victim [NAME REDACTED].com for the City of Bloomington, MN on January 12, 2026. Communications also showed that one identified sex buyer, identified as HEWAD SHIRZAD [DOB REDACTED], Witness herein, had paid Defendant via CashApp on January 13, 2026 for commercial sex with Victim.
Witness was contacted by police but refused to discuss his involvement, stating that he had a wife and a child and wanted to become a police officer someday. Surveillance footage showed Defendant checking into the Baymont hotel located at 1200 East 78th Street, Richfield, Hennepin County, Minnesota on January 11, 2026. Both Defendant and Victim were seen entering the hotel, and the two were seen checking out of that hotel on January 12, 2026. Surveillance video footage was obtained from the Super 8 Hotel located at 7800 2nd Avenue S, Bloomington, Hennepin County, State of Minnesota, which showed Defendant and Victim [NAME REDACTED] on January 12, 2026. The video showed Defendant signing the hotel paperwork at check-in, while Victim [NAME REDACTED]. Receipts obtained show Defendant paid for the hotel room.
Surveillance footage also later captured Witness arriving to the hotel on January 13, 2026 at 3:10 am, minutes before the CashApp payments between Witness and Defendant were made. Victim confirmed to law enforcement that she had left Texas on January 2, 2026 with Defendant, traveling to several states including Minnesota. Victim confirmed that commercial sex ads were posted and Defendant would communicate with sex buyers via Snap Chat to coordinate the meeting and price. Victim [NAME REDACTED] would hide behind a chair in the hotel room to watch Victim have sex with the buyers.
