On September 25, 2025, officers with the Central Minnesota Violent Offender Task Force, VOTF herein, observed AMANDA KAYE STAFFORD, [DOB REDACTED], the defendant herein, in a motor vehicle being driven by ARTURO NMN BOTELLO, [DOB REDACTED], the co-defendant herein. VOTF officers had probable cause to arrest the defendant and co-defendant for controlled substance crimes that they had previously committed. Near the intersection of 20th Avenue North and 3rd Street North, in the city of St. Cloud, county of Stearns, state of Minnesota, VOTF officers stopped the vehicle the co-defendant was driving.
Officers placed the co-defendant under arrest and searched him. Inside one of the co-defendant's pockets, officers located a small plastic bag containing a substance they suspected was methamphetamine. The substance was later weighed and field-tested and determined to be 16.25 grams, as measured with packaging, of a substance containing methamphetamine. Officers spoke with the defendant and she admitted that she had a quarter pound of methamphetamine in her purse. Officers examined the defendant's purse and located two bags containing a substance they suspected was methamphetamine.
VOTF officers later sent the two bags of suspected methamphetamine to the Bureau of Criminal Apprehension, the BCA herein, for weighing and testing. On December 4, 2025, the BCA issued a report on its testing. The BCA tested one of the two bags from the defendant's purse and determined that the substance within contained methamphetamine and weighed 107.876 grams. Methamphetamine is a schedule II controlled substance. A check of the defendant's criminal history shows that she was previously convicted of a controlled substance crime in the first degree on July 29, 2016, as set forth in Stearns County District Court file number 73-CR-16-76. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 25th day of September, 2025, in the city of St. Cloud, county of Stearns, state of Minnesota, committed the offense described herein.
