Based on reports from an incident occurring on December 18, 2025, your Complainant offers the following to establish probable cause: At approximately 12:54 A.M. On December 18, 2025, Oakdale Police Officers were dispatched to 6958 10th Street North [APT REDACTED] in the City of Oakdale, Washington County, State of Minnesota. Prior to arrival officers were informed that the 911 dispatch center received text messages regarding an unwanted at the above-referenced apartment complex. Upon arrival, officers entered the apartment complex and observed a male wearing a black sweatshirt/jacket, brown cargo pants, and dark colored shoes.
This male was later identified as DALLAS T. WRIGHT [DOB REDACTED]. WRIGHT looked at the officer and began quickly walking in the opposite direction. WRIGHT ignored the officer's instructions to stop and ran towards an exit door. Officers pursued WRIGHT into the outside parking lot. WRIGHT continued running towards Hadley Avenue North. WRIGHT ran up an embankment and into the middle of Hadley Avenue. Officers then observed WRIGHT display a dark-colored object with a green laser/light illuminated and pointed directly at two officers (herein after officer victims identified by initials A. A. And D. B.). Officer D. B. Recognized the green laser was attached to a firearm and reported it was pointed directly at him.
Officer D. B. Believed he was about to be shot by WRIGHT and drew his service-issued firearm. Officer A. A. Reported seeing WRIGHT's right arm held at a 45-degree angle towards his waistband. WRIGHT then turned in the direction of Officer A. A. And had a dark object in his hand that was equipped with a green laser. Officer A. A. Said that WRIGHT then pointed the object direct at himself and Officer D. B. At this time, WRIGHT turned around and continued fleeing towards the American National Bank. WRIGHT fled a short distance until he was apprehended by other responding officers near the Minnehaha Manor parking lot.
During a search of WRIGHT's person, officers found a knife in his front pocket. WRIGHT was placed in the back seat of a squad car and transported to the Washington County Jail. WRIGHT was heard saying he was "never going to see my grandma again" while in the back of the squad car. After WRIGHT was taken into custody, an officer retraced his pursuit route and located two (2) handguns embedded in the snow. Officers located a Smith and Wesson MandP 10mm handgun equipped with a weapon-mounted light/laser with a fully loaded magazine inserted.
Officers also located a Ruger 57 handgun equipped with weapon mounted light/laser with a fully loaded magazine inserted. An officer spoke with the 911 caller/texter (A. A. J.), who initially denied being the person who contacted law enforcement. A. A. J. Told officers it was likely a neighbor who sent the text messages. A. A. J. Then told officers that it was her that sent the messages. A. A. J. Told officers she was not forthcoming with this information out of fear of WRIGHT and his family. A. A. J. Told officers she contacted the 911 center because WRIGHT would not leave her apartment.
