On October 19, 2025, at approximately 12:33 AM, Officer Hartley of the Woodbury Department of Public Safety was dispatched to respond to a report of collision reported to have occurred at the intersection of Military Road and Stimson Trail in the city of Woodbury, County of Washington, State of Minnesota. The officer arrived and observed a female driver attempting to open the passenger door of a white SUV that had crashed and was nose first in a ditch. The airbags had deployed and the vehicle sustained heavy damage.
The female was later fully identified to be ALLISON JEAN PLUMMER [DOB REDACTED], "Defendant" herein. Defendant told the officer she "lost traction" while driving the vehicle and had crashed. While speaking to Defendant the officer smelled the odor of an alcoholic beverage, observed her to have bloodshot and watery eyes, and she spoke with slurred speech. Defendant admitted she had consumed alcohol while at her friend's house prior to driving. The officer administered the Horizontal Gaze Nystagmus (HGN) test and observed five of the six clues of impairment.
Defendant provided a sample for a preliminary breath test, the result of which indicated she had a 0.182 BAC. Defendant was placed under arrest and transported to Woodwinds hospital. The officer obtained a search warrant for a fluid sample from Defendant. A blood sample was obtained from Defendant at approximately 2:10 AM. The sample was submitted to the forensic laboratory for further testing. Toxicology results later showed that Defendant's blood had an ethyl alcohol concentration of 0.260 +/- 0.015 grams per 100 milliliters.
A review of Defendant's records shows no prior impaired driving related convictions.
