On March 12, 2025, at approximately 12:51 A.M., Deputy Troen was stationary in the median of Interstate 94 in the Township of Sauk Centre, County of Stearns, State of Minnesota, when he observed a vehicle pass by with no taillights. Deputy Troen got behind the vehicle and observed the vehicle weaving within its lane. The vehicle was a 2025 Jeep Wrangler registered to John Emery Riley, [DOB REDACTED], the defendant herein. Deputy Troen stopped the vehicle and attempted to assist the defendant in turning his headlights on.
While speaking with the defendant, Deputy Troen observed that he had fast movements, slurred speech, and bloodshot and watery eyes. While reviewing the defendant's [DL# REDACTED], Deputy Troen learned the defendant's license had an ignition interlock restriction and was also restricted from any use of alcohol or drugs. Deputy Troen asked the defendant to exit the vehicle and he said he did not want to. Deputy Troen ordered him out of the vehicle and to walk to the front of his squad car. Deputy Troen noted that the defendant had difficulty walking a straight line and had coordination issues.
Deputy Troen asked the defendant to complete field sobriety testing and the defendant refused. The defendant was placed under arrest for driving under the influence and transported to Sauk Centre Hospital. Deputy Troen obtained a search warrant for the defendant's blood or urine. The defendant refused to provide a sample of either. A review of the defendant's driving record and criminal history revealed the following qualified prior impaired driving incidents: A prior alcohol related license cancelation on April 9, 2023, a prior alcohol related license revocation on August 11, 2022, a prior conviction for driving under the influence in Hopkins County Kentucky, Court File No. 21-M-00897, on November 27, 2021, and a prior alcohol related license revocation on January 14, 2016. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 12th day of March, 2025, in the Township of Sauk Centre, County of Stearns, State of Minnesota, committed the offenses described herein.
