On September 29, 2025, White Bear Lake Police received a report from a concerned citizen that a 22- year-old man was possibly enrolled as a student at White Bear Lake Area High School for the 2025-2026 academic year, posing as a 17-year-old. The student in question had enrolled at White Bear Lake High School on as “Kelvin Ciatte Perry, Jr.”, [DOB REDACTED], providing a foreign birth certificate in order to prove his age. However, on or about September 29, 2025, a publicly available booking information from a local jail included a photograph and biographical identifiers that led to the discovery that “Kelvin Ciatte Perry, Jr.” was actually Kelvin Micaiah Luebke, [DOB REDACTED]. Further investigation confirmed that Luebke had a Minnesota Driver’s License, U. S. Passport, U. S Birth certificate and Minnesota Birth Certificate all reflecting his date of birth to be May 30, 2003 – making him 22 years old in the fall of 2025. Witness interviews established additional background.
According to Luebke’s father, Luebke was adopted from Liberia in 2009, at age six. He was primarily homeschooled but did attend Forest Lake High School for a period of time; both he and his father reported he was expelled due to behavioral issues. His father stated that Luebke was 18 at the time and subsequently moved out to live with a couple willing to take him (M. J. And T. J.). Investigators interviewed the husband, T. J., who said Luebke had been living with him and his wife for approximately four years as of October 2025, and they were unaware that he had enrolled at White Bear Lake High School.
Following a Miranda warning, Luebke agreed to speak with investigators. He stated he possessed two birth certificates: one from the United States and one from Liberia. He acknowledged that he has lived in the United States for at least ten years and that his U. S. Date of birth is May 30, 2003. He claimed that family members in Africa told him he is actually 18 years old and that his age at the time of adoption was uncertain. He said his biological father recently helped him obtain a Liberian birth certificate listing the name he “goes by in Africa,” Kelvin Ciatte Perry, Jr., with a birth date of May 28, 2007. Luebke admitted he used the Liberian birth certificate to enroll at White Bear Lake High School.
He also said he previously attended Forest Lake High School for what he described as his sophomore year before dropping out due to fighting. He claimed the couple he was living with did not know he had enrolled for the 2025–2026 school year and that he registered as an “unaccompanied minor.” Under the federal McKinney- Vento Act, 42 U. S. C. § 11432(g)(3)(C), schools are required to immediately enroll youth who present as homeless, even if eligibility is in dispute.
