M., Winona Police Department Officer(s) were dispatched regarding an alleged child [NAME REDACTED] at a residence located in the City and County of Winona, Minnesota, between January 2018 and December 2022. A forensic interview was scheduled for September 8, 2025, with the victim (Victim). Victim [NAME REDACTED] was approximately 7 to 9 years of age, she was sexually assaulted by her stepbrother Kordale Curtis Summers (03-28-1990) (Defendant). Victim [NAME REDACTED] would play video games with Defendant in his bedroom and during those times “he was weird and touchy with me, more than I thought he should be.” She said the way he touched her made her feel that it wasn’t right.
Victim [NAME REDACTED] would rest his hand on her thigh on the outside of her clothing and “then it got into other stuff.” Victim [NAME REDACTED] would squeeze her upper thigh and then he would scooch his hand up further. She said this was as far as it went the first time. Victim told interviewer that after that he would rest his hands on her breast over the clothing and touch her vagina with the palm of his hand. Victim stated things progressed over time. Victim [NAME REDACTED] interviewer that over time he would place his hands under her shirt to touch her breasts and under her pants to touch her vagina.
He would use his hands and fingers to touch her and/or to massage her breasts and pinch her nipples. She said she felt gross when this happened. Victim stated that when he touched her under her pants he would squeeze and/or pinch her buttocks or touch her vagina. She reported Defendant touched the inside of her vagina with his fingers. Victim [NAME REDACTED] told her if she told anyone it would break the family up which scared her. Victim stated the last time it happened was when Defendant moved out of her home in 2021 or 2022. She reported it occurred about once a week when he lived with them and every time he would babysit at the old house.
After they moved to their current home it happened occasionally. Victim [NAME REDACTED] into the new house when she was in 6th grade. When Victim was asked how many times he penetrated her vagina with his fingers she reported just once, but reported he touched the skin of her vagina too many times to count. She reported he would touch her breasts every time he touched her vagina or buttocks. Defendant is 19 years older than Victim. PLEASE TAKE NOTICE: Pursuant to Minn.
