On November 6, 2025, at approximately 2:54 A.M., Saint Paul Police responded to a residential nursing home/senior living/memory care facility) located on the 700 block of Mississippi Boulevard, Saint Paul, County of Ramsey, on a male who broke into the nursing home and exposed himself to staff members and a resident. Officer Camara arrived and met MLB, an employee of the nursing home. MLB said she was seated in the shared kitchen area when she saw a male-later identified as CHARLES LEONARD ALLEN, [DOB REDACTED]-standing there.
Some of ALLEN’s clothing was scattered down the hallway. ALLEN walked toward her while grabbing and moving his pants around in his groin area. ALLEN’s penis was exposed. MLB stood up, and told ALLEN, “I got something for you. Give me a second.” MLB went to find her supervisor. MLB and her supervisor returned and observed ALLEN had picked up his clothes and left the area. They looked for ALLEN and found him inside unit #1XX, which belonged to resident NEO, a seventy-nine-year old resident. ALLEN was lying on NEO’s bed, naked and with his pants down around his ankles.
ALLEN had his shirt on. MLB grabbed NEO and escorted her out of the room. She told ALLEN to get out. ALLEN responded, “Leave me alone.” Officers found ALLEN on the bed in unit #1XX. He was arrested. MLB said ALLEN may have entered the nursing facility through the window on the north side of the unit. MLB said all doors to the facility were locked and secured. Staff member RGA said MLB notified her that an unknown person was in the memory care facility. She went into unit #1XX and found ALLEN inside lying on the bed in the room with his pants down to his ankle and his genitals exposed.
NEO was standing in the corner and was fully dressed. RGA said it appeared ALLEN was high. RGA asked ALLEN how he entered the building. He point to a window in the room. RGA showed officers the window ALLEN pointed to. The window was unlocked and did not have a screen. Staff were able to slide the window up approximately three feet. RGA said she found all doors to the building were locked. She said earlier in the night, someone attempted to get buzzed into the front door of the care facility. Officers attempted to speak with NEO. Due to her mental capacity, officers were not able to obtain a coherent statement.
After a Miranda advisory, ALLEN spoke to an officer. He said he is friends with NEO and had visited her before. ALLEN said he did not enter through the window, but used a door that was propped open. ALLEN said he was not naked and did not expose himself to NEO. ALLEN had a Hennepin County Jail wrist band with his name and date of birth on it.
