On January 11, 2026, at 10:06, Shakopee Police Officers were dispatched to **** Marschall Rd. So., [APT REDACTED], Shakopee, Scott County, Minnesota, for an in-progress domestic. During the initial 911 phone call, a female was screaming and crying. She reported, "they have a knife". She also reported there was a child [NAME REDACTED]. The 911 call was disconnected. The female called back and reported her husband had a knife. At the scene, officers spoke with SB, [DOB REDACTED], who reported her husband was now leaving.
She reported she was currently in the bathroom with her daughter, VV, [DOB REDACTED]. Officers entered the apartment building and saw a male approaching. The officers asked what apartment he came from, and he did not respond. The officers saw the male had blood on his hands. The male was later identified as Andrew Steven Victoria, [DOB REDACTED], hereinafter the Defendant. (Earlier that day at 0702, officer had been dispatched to the residence of a 911 hangup call. SB told the officers her daughter was playing with the phone and must have called 911 and did not need assistance.) Officers went to the apartment and made contact with SB, who was extremely emotional and crying.
She had fresh scratch marks on her right leg. SB told the officers: She and the Defendant had a mutual child, VV, and they had been living together for the past 2 years. There was a previous domestic abuse no contact order (DANCO) and an order for protection (OFP) against the Defendant protecting her. Over the last few weeks, the Defendant has been more angry and violent towards her. There was an incident earlier in the day where the Defendant was upset with her about money. She tried to leave the apartment, and the Defendant grabbed her by the neck with his right hand and grabbed her hair with his left hand, threw her to the ground and smashed her head against the ground.
He then locked the front door. She tried to run out the back door (patio door), and the Defendant threw her to the ground again. One of the times when she ran to the door and the Defendant threw her to the ground, the Defendant grabbed her by both of her legs and drug her on the ground away from the door. This caused the fresh scratches on both of Sherrita's legs. During the first incident, Andrew punched her in the left eye with his right hand. (The officer saw she had a swollen eye, blood in the whites of her eyes, and a red mark on top of her scalp, in her hair.
She said the mark was from the Defendant pulling her hair.) During the second incident, SB said she attempted to call 911 numerous times when she was trying to get out of the apartment, but the Defendant kept taking the cell phone away from her because he knew she was trying to call 911. After she was on the phone with 911, the Defendant grabbed a knife from the kitchen and pointed it at her, and the Defendant said, "He'd kill her eventually.” This scared her and she believes the Defendant will hurt her worse if he gets released.
