Between July 24, 2023, and September 14, 2023, The Minnesota Bureau of Criminal Apprehension (BCA) received three CyberTipline Reports from the National Center for Missing and Exploited Children (NCMEC) regarding 24 suspected child sexual abuse material (CSAM) being uploaded to the Yahoo account belonging to STEVEN EDWARD LARSON, [DOB REDACTED], hereinafter defendant. BCA Special Agent Blatzheim reviewed the files and found they comprised duplicates of four unique videos and images. The four videos depicted CSAM under the definition of pornographic work involving minors in Minnesota Statutes 617.246 and 617.247. During that time frame, defendant was already the subject of an ongoing CSAM investigation in Anoka County District Court File Number ••-CR-••-••••. As SA Blatzheim was investigating defendant, he received additional NCMEC CyberTipline reports relating to defendant between December 27, 2023, and March 28, 2024. SA Blatzheim reviewed nine files detected in defendant’s Google Photos and Google Drive applications and found all contained CSAM as defined by Statutes 617.246 and 61.747. SA Blatzheim determined three of the nice CSAM files were uploaded on March 6, 2024, nearly four months after defendant was told he was being investigated for disseminating CSAM. Two of the four videos uploaded on March 6, 2024 are described as follows: 1 minute and 3 second video of a prepubescent while female infant (appeared to be 0-3 months old). A prepubescent while female spread the labia of the nude infant, spit on her genitals, licked her genitals, and penetrated the infant’s vagina with her tongue.
The perpetrating female then spread open the infants vagina and anus, displaying them to the camera and said, “show ‘em what a good slit you are Shar-shar.” Count 1. 1 minute and 52 second video of a prepubescent white female infant (appeared to be 6-18 months old). A prepubescent male with darker complexion penetrated the infant’s vagina and anus with his erect penis throughout the video. Infant is crying throughout the sexual assault. Count 2. Throughout the investigations, defendant resided on 107th Lane Northwest in Coon Rapids, Anoka County, Minnesota.
