That on November 9, 2025, at approximately 1633 hours, Officers N. W. And B. B., Minneapolis Park Police, responded to a “slumper” at East Lake of the Isles Parkway and 22nd Street West, Minneapolis, Hennepin County, Minnesota. Upon arrival, Off. B. B. Observed that the front passenger tire to the vehicle (MN Lic.#PEX537, 2009 Saab 97x) was flat and the axel was possibly bent. The driver, Defendant herein, Martin Owen Keehn, [DOB REDACTED], was slumped over in the car and the vehicle was running with the keys in the ignition.
Defendant was awakened and removed from the vehicle at which time Officers noted that he was unsteady on his feet. Defendant had watery eyes, slurred speech, slight odor of an alcoholic beverage, and did not know how his tire was damaged. Defendant refused all field sobriety tests as well as the preliminary breath test (PBT). Defendant was placed under arrest and read the Minnesota Breath Test Advisory after which he refused to take the breath test.
