On December 23, 2025, at approximately 1:00 P.M., Minneapolis Police Department officers were observing Milestone surveillance cameras in an area within Minneapolis, Hennepin County, Minnesota. The area of observation is outside of a facility that assists vulnerable adults. On surveillance, an individual identified as FRANKLIN BIA PAUL, [DOB REDACTED] hereinafter Defendant, was observed exchanging a folded post it note for cash with another unidentified individual. It is known to officers that narcotics are often folded inside post it notes to pass during a hand-to-hand transaction.
Officers approached Defendant and placed him under arrest. Search of Defendant revealed 18 folded post it notes containing suspected narcotics and on small container also containing suspected narcotics. The suspected narcotics were field-tested returning a positive result for the presence of fentanyl, a controlled substance. The fentanyl was thereafter weighed, showing approximately.22 grams. In a post Miranda statement, Defendant noted that he received money from the unidentified individual for the "dub" he gave her.
Defendant is currently in custody. The State respectfully requests this complaint issue via Order of Detention.
