On December 21, 2025, Officer Degree was working at the European Christmas Market at the Union Depot, 4th Street, Saint Paul, County of Ramsey. Officers were following a stolen vehicle northbound 52, entering the ramp for west 94/north 35E. Reports indicated there were shots fired and the occupants of the car ran away. A male suspect was shot by an officer who responded. Officer Degree responded to the scene. Witnesses told officers there was a female who ran and was on the other side of the barrier on the south side of the ramp.
Officer Degree jumped over the barrier and saw the female-later identified as ROCHELLE MARIE BROWN, [DOB REDACTED]-. BROWN was ordered to face away from the shots fired. She was taken into custody. BROWN wore dark clothing, and a Calvin Klein jacket with white lettering. A witness told officers that the female that ran away (BROWN) dropped a black “clutch” and pointed to one on the ground. Witness CL said he saw the female running on the ramp under the bridge and between two vehicles. CL said the female threw a purse over the other side of the concrete barriers.
Witness AM said she saw a White female running under a bridge. She saw the female drop a bunch of items on the concrete floor under the bridge. AM described the female as a thin, White female, darker blonde hair, wearing black Calvin Klein sweatshirt. An officer found a brown purse behind a cement barrier between I-94 westbound and 7th Street ramps. The brown purse had a gray cellphone, black electronic scale, a round clear container with pink lid that had suspected methamphetamine crystals, a torn $100 bill, gift cards, and miscellaneous jewelry.
Officer Gallatin conducted presumptive test on suspected drugs. Item #4, labeled suspected methamphetamine crystals of one clear round container with pink lid, result positive methamphetamine, net weight 4.48 grams. BROWN had a felony warrant out of Anoka County for Violation of Controlled Substance in the Second Degree.
