On November 21, 2025, at approximately 10:00 A.M., police responded to an apartment at [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota. The complainant said he heard a male and female screaming at each other and believed the male was hitting the female. Upon arrival, police made contact with the female, PQW. PQW told police that her boyfriend, MARQUAVIS DEVON CONEY JR – [DOB REDACTED], left the apartment before they arrived. PQW reported that they were having a verbal argument and not physically fighting that day.
PQW said CONEY became angry because he did not want to give her back the keys to the apartment then broke holes in the wall of the apartment and apartment doors. Police observed damage to walls and doors all over the apartment. PQW told police about a previous assault in the past week where CONEY strangled her to the point where she lost consciousness. PQW said she did not report the incident because she did not want to ruin CONEY’s life and was trying to work things out with him or go to counseling.
PQW showed police marks on her neck, shoulders, and back/stomach area that she said were caused by CONEY assaulting her. On December 4, police responded to Regions Hospital to speak with PQW, who wanted to make a police report regarding a domestic assault. PQW told police that the previous morning (December 3), she noticed CONEY was being distant and asked him why. PQW said CONEY told her that he was not going to do this with her today and was just going to leave. PQW said they argued because PQW does not like it when CONEY threatens to leave.
As they argued, CONEY told PQW to stop talking to him because then he was going to start breaking stuff. PQW said she told CONEY to leave, which made him upset, and he charged at PQW. PQW said she became afraid that he was going to hit or choke her due to past incidents, so she turned her face away into the bed. PQW reported that CONEY grabbed her phone from her and threw it against the wall, causing it to break and become inoperable. After CONEY threw the phone, PQW said she “went berserk,” and told CONEY to leave, which he did for a brief period of time.
PQW stated that due to CONEY’s actions, she got a knife and began self-harming. PQW heard CONEY return to the apartment and begin trying to unlock the door with the key. PQW said she wanted to take the key from him and prevent him from coming back into the apartment. PQW opened the door as CONEY was trying to enter the apartment then she grabbed his hair and took the keys from him. PQW said they scuffled, and she ended up on the floor. While on the ground, PQW reported that CONEY grabbed her neck with both hands and “choked” her for about five seconds.
PQW denied losing consciousness or seeing stars. While CONEY was strangling her, PQW told him, “Stop trying to kill me.” PQW said she let go of the keys, and CONEY took them. After CONEY got the keys and started walking away, PQW stated that she grabbed one of his legs then CONEY began kicking her until she let go. CONEY left the apartment. PQW said that she noticed a bottle of Tylenol then took several pills and called CONEY to tell him that she took the pills. CONEY returned to the apartment and was upset with PQW for taking the pills.
