The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On June 10, 2026, at about 6:45pm, St. Paul Police responded to a home on Dunlap St., St. Paul, Ramsey County on a report of an altercation in progress. On arrival, officers were let into the home by a resident who said that the altercation was upstairs. They heard scuffling and called for those involved to come downstairs. A man shouted that he was being pinned and could not move.
A second man then said that they would dome down. The second man was identified as the defendant, OMAR HICHAIM MOUJID (12/20/2001). The man who had shouted that he was being pinned down was identified as the defendant’s brother, AKM (4/5/2004). AKM told officers that the defendant has lived with him at the address for about two years. He said that the defendant has recently failed to pay rent but has resisted moving out. He said that this evening, they argued, during which the defendant grabbed his collar and aggressively pulled his face close.
He said that the defendant has been increasingly intimidating and that he believed that the defendant was about to assault him. He said that he defended himself by punching at the defendant. He said that they fought. AKM continued that the defendant took him to the ground, struck him in the face several times, and then strangled him with both hands around his throat. He said that while holding onto his throat, the defendant also slammed the back of his (AKM’s) head against the bedframe. AKM said that during the strangulation, which lasted about 30 seconds, he was lightheaded and saw stars.
He said that his throat was sore afterward; he struggled to catch his breath throughout his time talking with officers. He said that the defendant has strangled him before. The resident who had let officers in identified herself as AKM’s girlfriend. She said that she heard yelling from upstairs. She said that when she ran up, she saw AKM lying back on a bed with the defendant on top of him. She said that the defendant was punching and screaming at AKM. She said that she then saw the defendant hold AKM’s neck as if strangling him.
She said that AKM yelled for her to call police. Officers observed and photographed bruising on AKM’s neck, as well as bruising and scuff marks on his forehead and upper back. He also had a bloody nose. The back of his head was somewhat sensitive to touch. Photographs were taken of the room where the assault occurred as well. Officers also spoke with the defendant. He said that he and AKM had argued and that AKM had struck him first. Photographs were taken of bruising to the defendant’s wrists, arms, neck, and face; it was significantly less than the bruising on AKM.
