In early August 2025, Victim ([NAME REDACTED]B.) sought to hire someone to repair the gutters on her home, located in Maplewood, Minnesota. Victim met with a contractor and agreed upon a price of $600 for the gutter repair. Victim wrote a check for $600 for the services, filling in the value as “600.00” and signed the check. When Victim asked the contractor for his name and identification, he indicated he did not have identification with him and would fill out that part of the check for her. Victim left the remainder of the check blank and provided it to the contractor.
The contractor gave Victim a business card for “TIP TOP ROOFING, LLC” showing a phone number (ending in 8976) and an email address of [email redacted]. On August 19, 2025, at 10:41 hours, JOSE RAMON GUASCO ZAMORA [DOB REDACTED], went to a Wells Fargo bank at [ADDRESS REDACTED], in Minneapolis, Hennepin County, Minnesota. Surveillance video shows GUASCO ZAMORA cashing Victim’s check for $6,000. The check was written to “Jose Guasco Zamora” and the memo line stated “Gutter.” The value of the check stated “600.000” and the written sum stated “six thousand.” The check was dated “18-08-2025.” A Maplewood detective administered a sequential photo display to Victim.
Immediately upon seeing GUASCO ZAMORA’s photo, Victim identified GUASCO ZAMORA as the contractor. The detective spoke to GUASCO ZAMORA via telephone (ending in 8976) on December 17, 2025. GUASCO ZAMORA agreed Victim was to pay him $600. GUASCO ZAMORA stated someone entered his unlocked vehicle and stole his wallet. GUASCO ZAMORA stated the bank has blocked his account and stopped him from cashing checks. The detective called GUASCO ZAMORA back on December 22, 2025. GUASCO ZAMORA denied writing anything on Victim’s check.
GUASCO ZAMORA discussed going to Victim’s house to return the money. A review of Minnesota Secretary of State business filings shows that GUASCO ZAMORA registered a business named “Tip Top Roofing LLC” on April 12, 2023. The business had a registered office and agent the same as GUASCO ZAMORA’s address, located on Columbus Avenue in Minneapolis, Minnesota. GUASCO ZAMORA’s address listed in court records is likewise on Columbus Avenue in Minneapolis, Minnesota. GUASCO ZAMORA re-registered the business on Nov. 12, 2025 and updated the name to “Tip Top Construction LLC.” GUASCO ZAMORA provided an email address of [email redacted] and a phone number ending in 8976. WARRANT REQUEST: GUASCO ZAMORA is currently in warrant status for failing to appear in Court File No. ••-CR-••-•••• (felony Theft). During the Dec. 22, 2025, phone call with the detective, GUASCO ZAMORA indicated he had left Minnesota and was in Wisconsin.
Given GUASCO ZAMORA’s history of failing to appear for court and his unknown whereabouts, including possibly leaving Minnesota, the State requests that a warrant issue.
