On October 21, 2025, Ramsey County Deputies were dispatched to a party checking door handles near the 3200 block of Belmar Drive, Vadnais Heights. Deputies did not find the suspect of the 911 call. Ramsey County Deputies located a male and female sleeping in a vehicle-a 2011 white Chevrolet Malibu- parked in front of [ADDRESS REDACTED], Vadnais Heights, Ramsey County. Stately was the in the driver’s seat, slumped over, and had a white powdery residue sprinkled across his lap. JORDAN SAMANTHA RAE BROWNOTTER, [DOB REDACTED], was in the passenger’s seat, and also appeared slumped over.
Deputies located a torn piece of tin foil with burnt residue where BROWNOTTER had been seated. A stripped pen shaft with a burnt end was found in the vehicle. A clear plastic baggie containing a white powdery substance was found in BROWNOTTER’s purse. A prescription bottle containing several oval shaped pills stamped “G13 (Gabapentin) were found in BROWNOTTER’s purse. There were several pieces of torn tin foil with burnt residue throughout the vehicle. Slately spoke to an officer. He said he and BROWNOTTER were homeless.
He had a busy day at work and they were both trying to sleep. Slately admitted they use “down,” fentanyl cut with pills. Slately admitted he last used a couple of hours prior. After a Miranda advisory, BROWNOTTER spoke to a deputy. She admitted the white powdery substance was “down.” She only possessed a user’s amount. She purchased approximately three grams every couple of days from a friend of a friend. She goes to the same place to buy-Cub Foods in Northeast Minneapolis. She communicates through WhatsApp which allows the buyer and seller to generate new phone numbers every time.
Deputy Kensler presumptively tested the suspected drugs, item 001, plastic baggie containing white substance, net weight 1.55 grams, tested positive for the presence of fentanyl.
