On 1/15/2026 at about 2257 hours, a Roseville Police Officer saw a black 2024 Jeep Compass (MN RDB715) with no front license plate run a red light at Cty Rd B W/Snelling Ave N in Roseville, Ramsey County. The Officer activated the squad’s emergency lights to catch up to the Jeep as it cut through a gas station parking lot and then quickly drove north on West Snelling Service Dr. The Officer caught up with the Jeep and initiated a traffic stop near 2225 Snelling with the squad’s emergency lights activated.
The Jeep pulled over to the shoulder at which time the front passenger, later identified as Sarah Burns ARNESEN [DOB REDACTED], exited the vehicle and unsuccessfully fled on foot. Other officers captured her after a brief foot chase. The driver of the Jeep, later identified as Don Darcel HARRIS (aka Don OAKS) [DOB REDACTED], opened the driver’s door, got out of the Jeep, and it appeared he was going to flee on foot. However, HARRIS then got back into the Jeep, extinguished the vehicle’s headlights and taillights, quickly conducted a U-turn, and fled south on the West Snelling Service Dr. HARRIS continued fleeing south on Snelling Ave.
And, being pursued by several assisting squads, finally stopped near Snelling Ave. And Midway Pkwy. HARRIS was taken into custody and identified himself as Don OAKS [DOB REDACTED]. HARRIS had multiple active warrants. In the vehicle, police saw narcotics paraphernalia in plain view, including burnt tin foil and glass pipes. On the driver’s side floorboard, Police found a medication bottle containing suspected narcotics. The substance later field tested positive for cocaine with a net weight of 0.6 grams.
In a post-Miranda interview, HARRIS admitted that he was driving the Jeep, admitted seeing the squad’s emergency lights, and said he fled because he was scared.
