On December 22, 2025, at approximately 2:08 P.M., Woodbury police officers were dispatched to Kohl located at 7100 Valley Creek Plaza, Woodbury, Washington County, Minnesota on a report of a theft in progress. Prior to arriving Kohl's loss prevention was observing a male, later identified as Justin James Lyon (defendant), [DOB REDACTED], enter fitting rooms with unpaid merchandise (clothes) and then exit the fitting rooms with the clothes hidden on his person. Defendant left the store with out purchasing the merchandise and was stopped and placed under arrest.
When he was searched the merchandise (value of $943.00) was found as well as multi-tool and magnetic device used to remove security tags/sensors. Defendant was read his Miranda warning and agreed to give a statement. In the statement defendant admitting to stealing merchandise from Kohls and possessed the mutli-tool and magnet to use to take off tags/sensors. The defendant has prior convictions from 2025 a theft and a false information, 2016 two first degree drug on sale and one possession, child endangerment and a 2012 ineligible person to possess a firearm.
The State is requesting a warrant due to the actions of the defendant. When he was transported to the Washington County Jail, he stated that he has ingested narcotics and was taken to lakeview. Lakeview EMS then released him. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
