On April 23, 2026, around 4:58 P.M., Minneapolis Police were on patrol and observed Mohamed Hassan Rooble, “Defendant” herein, sitting on a bicycle near 15th Street East and Chicago Avenue, Minneapolis, Hennepin County, Minnesota. Police were familiar with Defendant and knew that he was a suspect in a recent shooting in downtown Minneapolis and there was an active PC pick up for him. Officers approached Defendant in their marked squad car and activated the emergency lights and chirped the siren to direct Defendant to stop riding his bike.

Defendant turned and looked at the squad car and gestured with his hand but continued to ride away on his bike. Officers gave verbal commands for Defendant to stop but he still continued to flee. Eventually officers were able to stop Defendant and take him to the ground as he fled, in doing so officers located a loaded handgun underneath Defendant on the ground. Officers also located several cell phones and suspected narcotics in a crossbody bag that Defendant was wearing. The suspected narcotics field-tested positive for fentanyl and weighed 13.77 grams with an estimated street value of $1,239.00. The large amount of narcotics indicates that Defendant possessed the drugs to sell as the typical user amount is around 0.1 to 0.5 grams.
