On January 9, 2026, at approximately 12:12 A.M., police responded to the intersection of Johnson Parkway and Wilson Avenue, St. Paul, Ramsey County, Minnesota. Dispatch comments indicated that the caller, age 12, was being touched by a male, and she drove off when the male went into the store. When police arrived on scene, they located the vehicle, which appeared to have made contact with another vehicle parked on the side of the road. Police spoke with the driver/lone occupant of the vehicle, V1 (YOB: 2013). V1 was crying and obviously upset.
V1 reported that she wanted to go to McDonald’s to get a caramel frappe, and her mother told her that her ex-boyfriend, who her mother had been with earlier, could drive her. V1 knew the male as “Timothy”, and he was later fully identified as TIMOTHY LANEL WILLIAMS – [DOB redacted]. V1 said that WILLIAMS began driving on dark, residential streets when he pulled over and began touching her face. V1 reported that she pushed his hands away, and WILLIAMS turned her face to look at him and licked his lips.
V1 said WILLIAMS reached under her shirt and began touching her bra then was touching her under her bra. V1 reported that WILLIAMS also put his hand on the crease of her leg by her groin area and moved his hand toward her groin, but she pushed it away. V1 said that she tried to get WILLIAMS to stop and told him to stop, but he got mad at her. The officer asked V1, “Okay, but he was just touching you, nothing else happened?” V1 responded, “No, I didn’t let him, but he got in my bra.” After the assault, V1 said WILLIAMS drove to a bar and went inside.
When WILLIAMS went into the bar, V1 said she got into the driver’s seat of the vehicle and drove away. V1 was transported to Children’s Hospital. Police responded to the motel on Old Hudson Road where V1’s mother, SLD, V1, and her brother were staying. While an officer was waiting for backup, he observed a female, small child, and male matching WILLIAMS’s description come out of the elevator. The officer confirmed that the male was WILLIAMS and tried to take him into custody. WILLIAMS was very agitated and said he did not do anything.
WILLIAMS became uncooperative and began resisting. As officers had WILLIAMS pressed against the squad car to prevent further aggressive behavior, WILLIAMS began slamming his head against the side of the squad car. Police pulled him away to prevent him from further harming himself then took him to the ground. Police applied leg restraints to his legs. While being transported to the St. Paul Police Department, WILLIAMS continued banging his head on the plexiglass divider and yelling vulgar comments to officers.
While at the hospital, V1 asked several times about her mother’s vehicle and whether it was towed. Police suspected that V1 was communicating with her mother. An officer was advised from another officer that V1’s mother, SLD, was on the way to the hospital and overall very upset about the situation. When the officer returned to V1’s room, V1 was on the phone with SLD. V1 hung up the phone and started crying. V1 said her mom did not believe her and was more upset about her car being towed than she was about what happened to her.
