Probable Cause
On or about August 25, 2025, K. P. K. Reported that their 2016 red Mercedes-Benz c-style vehicle was stolen off the street outside their residence located in White Bear Lake, Minnesota. K. P. K. Reported that the vehicle had a spare key fob inside at the time it was stolen and nobody had permission or consent to use or drive the vehicle. Surveillance video from a nearby neighbor shows the lights of K. P. K.’s vehicle turn on at approximately 12:07AM before it drives out of the area. A male, later identified through investigation as ANDRE ANSEL RICHARD KOEHLER [DOB REDACTED], Defendant herein, is observed on other surveillance video from around the area attempting to enter a pickup truck in a driveway shortly before K. P. K.’s vehicle is stolen.
Less than fifteen minutes after K. P. K.’s vehicle is stolen, it arrives at Running Aces Casio located in the city of Columbus, Anoka County, Minnesota, being driven by Defendant. Defendant is seen on surveillance video exiting from the driver’s seat of the stolen vehicle and reentering it multiple times. Defendant is also charged in another case with gross misdemeanor theft and misdemeanor tamper with motor vehicles for breaking into vehicles in the Running Aces parking lot and stealing from them from around the same time frame as the motor vehicle theft.
