On September 24, 2025, around 8:30am, Ramsey PD Detective Lohse responded to a report of credit card theft and fraud. The caller, S. A. L., stated she had been communicating with a Larry Carter Center, later identified as LARRY HENRY CARTER [DOB REDACTED], Defendant herein, on a dating site. She said he drove up from Iowa to see her from 8/28/25 to 9/2/25. She said he stole her credit card and then used it without her knowledge or permission. She reported he incurred a total of $802.47 in charges and fees.
She also said he took a check from her checkbook, but she closed that account and does not believe he has used it. S. A. L.'s card statement shows his first use of the card was at Little Dukes (Coborn's Fuel) in the City of Ramsey, Anoka County, MN, for $26.22 in fuel on 9/2/25 around 7:20am. He used it 25 more times between 9/2/25 and 9/7/25 at various locations in different cities, including Des Moines, Iowa, where he charged $231 at a Veterinary Clinic/Pet Hospital. Little Dukes provided screenshots of Defendant at the fuel pumps, which matched the photos of Defendant supplied by S. A. L. An employee at the Veterinary Clinic recalled seeing Defendant and remembered seeing a female's name on the card he used.
He charged a total of $760.69 to the card, with an additional $41.78 in overlimit and credit protection fees, bringing the total to $802.47. As of the filing of this complaint, Defendant is not in custody.
