On April 15, 2026, officers conducted a traffic stop on a vehicle in Minneapolis, Hennepin County, Minnesota. The driver was identified as Jonah Emmanuel Quiroz [DOB REDACTED], Defendant herein. Officers stopped the vehicle based on observing multiple suspected hand-to-hand narcotics transactions. The vehicle was observed repeatedly returning to the same location on 17th St between Franklin Ave and Cedar Ave S over a two-week period. This area is a known area for ongoing narcotics activities. During the stop, the Defendant was hesitant to exit the vehicle.
Once the Defendant exited the vehicle, he stated "I am going to jail." Officers immediately observed a loaded Glock 19 9mm firearm under the front driver’s seat where the Defendant was seated. Officers recovered the firearm. During a search of the vehicle officers located a black bag that contained a large amount of currency, the Defendant’s driver’s license, a drug scale, and baggies of suspected narcotics: 14.4g of powder field tested positive fentanyl, 2g of rock-like substance field tested positive fentanyl, 11.5g of powder field tested positive for fentanyl, and 5 unidentified prescription pills in a baggie.
The fentanyl was packaged consistent with drug sale. A review of the Defendant’s criminal history reveals he is prohibited from possessing firearms: Adjudicated Delinquent of Aggravated Robbery in the First Degree (27JV16974; adjudicated 5/11/16). The Defendant also has a prior Prohibited Person in Possession of Firearm Conviction (27CR187017, convicted 5/19/2021). The Defendant is currently in custody.
